LRH Birthday Event Security Guide 2015®

Preface

A guide to providing security for those attending the LRH Birthday Event 2015® in Going Clear Water, Florida, and to ensure the security of members of the community and to protect property during the event.

Objectives

The objective of this Guide is to provide $ea mOrgue member, Odo Humorless, and his comrades, supa powers; powers that can’t, and will never be obtained, at the Supa Power Building. Odo normally is the Security Chief at the PAC Base, in Los Angeles, California, and has been assigned the Security Chief position for the LRH Birthday Event 2015® in Going Clear Water, Florida, for the period March 12-15, 2015.

This Guide promotes the security of people attending any part of the Event®. It also ensures the security of members of the public from acts of civil disobedience in relation to any part of the Event®. It also protects from damage from civil disobedience in relation to any part of the Event®.

The objectives also includes the promotion of the security of the venues and facilities used or to be used for any part of the Event®. It also promotes the security of accommodations for persons attending any part of the Event®. In addition, the Guide promotes the security of motorcade routes used or to be used for transporting persons attending any part of the Event®.

A supa power conferred by this Guide by reference to a security area or other area, is also exercisable in relation to any part of the security area or other area, or to any part of the Event®, unless to do so is inconsistent with the provision conferring the supa power. After the Event®, Odo’s supa powers will disappear.

Declared Suppressive Person—Free Zone Area

A declared Suppressive Person—Free Zone (“SP-FZ”) area is the area shown hatched on the map (see picture). The exact location of the boundary declared an SP-FZ area can be accessed, free of charge, at this website: www.yscohb.wtf

Lawful Assembly

A lawful assembly of $cientologists in a declared SP-FZ area is allowed.

An assembly of $cientologists in relation to any part of Event® is lawful if:

  • It is held in a declared SP-FZ area;
  • The assembly does not disrupt any part of the Event®;
  • An offence is not committed under this Guide by at least two $cientologists who are acting in concert and participating in the Event®;
  • A disruption offence is not committed by a $cientologist participating in the Event®;
  • An offence involving damage or destruction to property is not committed by a $cientologist participating in the Event®.

Organising an Assembly

At least 48 hours before holding a proposed $cientologist assembly, the organizer of the proposed assembly must give Odo notice of the proposed assembly, including its location, time and date.

Special Supa Powers in Relation to Security Areas

Odo or his representative may conduct a basic, specific or frisk search of a $cientologist attempting to enter, about to enter, in or leaving a declared SP-FZ area if the $cientologist does not hold an LRH Birthday Event Card® or if Odo reasonably suspects the $cientologist may be in possession of a prohibited item without lawful excuse.

In order for an LRH Birthday Event Card® to be considered valid it must:

  • Contain a recent photo of the $cientologist;
  • Contain a copy of the $cientologist’s signature;
  • State an expiration date for the card;
  • State a unique number.

Method of Conducting Searches

To conduct a basic, specific or frisk search of a $cientologist, Odo or his representative may do any or all of the following:

  • Stop the $cientologist;
  • Detain the $cientologist;
  • Move the $cientologist to a place to be searched;
  • Direct the $cientologist on how to stand for the purpose of the search;
  • Require the $cientologist to walk through a walk-through detector;
  • Require the $cientologist to stand in or walk through an electronic scanner or screening device;
  • Require the $cientologist to remove the person’s head wear, gloves, footwear, wig or outer clothing;
  • Search any item the $cientologist has removed;
  • Require the $cientologist to remove any item the person is carrying and put it in a particular place, including on an x-ray machine;
  • Take control of any item the $cientologist is carrying;
  • Search any item the $cientologist is carrying.

Supa Powers to Stop and Search Vehicles in a Declared SP-FZ Area

Odo or his representative may stop a $cientologist’s vehicle attempting to enter, about to enter or in a declared SP-FZ area, and require the $cientologist in charge of the vehicle to allow it to be searched, if Odo or his representative reasonably suspects the vehicle may contain a prohibited item.

For searching a $cientologist’s vehicle, Odo or his representative may do any or all of the following:

  • Detain the vehicle and the $cientologist in charge of the vehicle for as long as is reasonably necessary to conduct the search;
  • Move, or require the $cientologist in charge of the vehicle to move, the vehicle to a place suitable to conduct the search;
  • Search any thing in or on the vehicle and, for that purpose, open (including by using force to open) or require the $cientologist in charge of the vehicle to unlock and open a part of the vehicle or any thing in or on the vehicle;
  • Undertake an electronic inspection or search of the vehicle;
  • Place a seal, lock or other similar device on the vehicle to prevent a $cientologist opening a section of the vehicle or indicate a $cientologist has opened a section of the vehicle;
  • Open the seal, lock or other similar device placed on a vehicle.

Searches of Premises

Odo or his representative may enter and search any $cientology premises in a declared SP-FZ area without a warrant.

A detection dog may be used in relation to a $cientologist’s vehicle attempting to enter, about to enter, in or leaving a declared SP-FZ area (including anything in or on the vehicle).

Supa Power to Require Reason for Entry and Personal Details

Odo or his representative may stop a $cientologist attempting to enter a declared SP-FZ area and require the person to state the person’s reason for wanting to enter the area.

If Odo or his representative makes a requirement of a $cientologist, Odo or his representative must warn the stopped person that failure to provide a lawful excuse for wanting to enter, or for being in, the declared SP-FZ area may result in the person being refused entry to, or being removed from, the area.

Supa Power to Require Personal Details for Offence

Odo or his representative may stop a $cientologist and require the person to disclose the person’s personal details if the officer reasonably suspects the person has committed an offence, or is about to commit an offence, that is intended to, or may, disrupt any part of the Event® or is posing or may challenge the security of the Event®.

When Odo or his representative stops a $cientologist, he may detain the person for as long as is reasonably necessary.

When Odo or his representative requires a $cientologist to disclose the person’s personal details, he:

  • Must, if reasonably practicable, warn the $cientologist that failure to comply with the requirement is an offence for which the $cientologist may be arrested;
  • May require the $cientologist to remove any head wear the person is wearing.

Supa Power to Close a Road, Easement, Access or Waterway

For the Event®, Odo or his representative may close to use by a $cientologist or vehicle:

  • A road;
  • An access or easement, whether private or public;
  • A waterway.

Odo or his representative may cause:

  • One or more checkpoints to be established;
  • One or more cordons to be placed around an area;
  • One or more road impeders to be placed on a road, or waterway restrictors to be placed on a waterway, leading into or out of, or that is located in, a declared SP-FZ area.

The purposes are as follows:

  • Stopping and searching a $cientologist or vehicle;
  • Preventing a $cientologist approaching, entering or remaining in a declared SP-FZ area.

A checkpoint, cordon, road impeder or waterway restrictor may consist of a barrier or other device designed to prevent or limit the passage of $cientologists, their vehicles or vessels or to slow or stop the entry of $cientologists, their vehicles or vessels into a declared SP-FZ area.

Supa Power to Prevent Entry or Remove

Odo or his representative may prevent a $cientologist entering a declared SP-FZ area, or remove a $cientologist from a declared SP-FZ area, if Odo or his representative reasonably suspects the $cientologist does not hold an LRH Birthday Event Card® authorizing access to the area; or the $cientologist (either alone or with other $cientologists) intends to, or may, disrupt any part of the Event®.

Supa Power to Remove Vehicle from a Declared SP-FZ Area

Odo or his representative may remove from a declared SP-FZ area a vehicle unlawfully in the area. The relevant $cientologist for the vehicle is liable for all reasonable towing and storage fees for the vehicle relating to its removal and storage.

Supa Power to Give a Direction

Odo or his representative may give a direction to a $cientologist (including their vehicle) if Odo or his representative is reasonably satisfied it is necessary to give the direction for the security of the Event®. This includes the Supa Power to direct a $cientologist:

  • Not to enter an area;
  • To leave an area;
  • To move to a stated location within an area.

Supa Power to Prohibit and Exclude $cientologists

Odo has compiled a list of $cientologists who will not be permitted entry into the declared SP-FZ area. Odo has included with the prohibited $cientologists list identifying details including the headshot photograph that $cientologists sent to FDO in advance of the Event®.

Odo may place a $cientologist’s name on the prohibited persons list if Odo is reasonably satisfied the $cientologist:

  • May challenge the security of persons or property in a declared SP-FZ area;
  • May, by the $cientologist’s actions opposing any part of the Event®, cause damage to property inside a declared SP-FZ area;
  • May disrupt any part of the Event®.

Odo must give the $cientologist written notice of the decision to retain the person’s name on the prohibited persons list and his reasons for the decision.

Supa Power to Publish Publicly a $cientologist on the Prohibited $cientologist List

This section applies if it is not reasonably practicable for Odo to cause a $cientologist to be personally served with a notice. Odo may publicly publish a notice stating the $cientologist is a prohibited person with the $cientologist’s photo and description.

Supa Powers Relating to a Prohibited $cientologist

Odo or his representative may do any of the following:

  • Prevent a prohibited $cientologist from entering a declared SP-FZ area;
  • Remove a prohibited $cientologist and anything in the prohibited $cientologist’s possession from a declared SP-FZ area to another place within that area or another area or to a place outside that area.

Action taken under this section in relation to a prohibited $cientologist does not prevent the taking of proceedings against the $cientologist for an offence.

Supa Power to Prohibit Items

Odo or his representative may seize a prohibited item if he or she reasonably suspects the prohibited item is left unattended in a declared SP-FZ area; or a $cientologist has possession of the prohibited item, without lawful excuse, in a declared SP-FZ area.

At any time during the Event®, Odo or his representative may require a $cientologist to surrender possession of a prohibited item until the end of the Event® if Odo or his representative reasonably suspects the $cientologist could use the item to disrupt any part of the Event®.

A $cientologist must not, without lawful excuse:

  • Possess a prohibited item in a declared SP-FZ area;
  • Attempt to take a prohibited item into a declared SP-FZ area;
  • Use a prohibited item in a way that it, something contained in it or on it or something produced by it, may enter a declared SP-FZ area.

A $cientologist must not enter or climb a building or structure in view of a declared SP-FZ area with intent to do any or all of the following:

  • Cause alarm to a person associated with any part of the Event®;
  • Damage property associated with any part of the Event®;
  • Impede or obstruct any part of the Event®.

Prohibited Items

The following items are strictly forbidden in a declared SP-FZ area:

  • A Mark VIII Ultra E-meter;
  • Any publication with the following words, individually or in any combination thereof: “Religious,” “Trechnology,” “Center”;
  • Any International Association of $cientologists (“IAS”) membership card;
  • Any of “The Basics” Books or Lectures materials in any format whatsoever, including, but limited to: books, checksheets, extension courses, audio books, compact discs, DVDs, and MP3s;
  • Any $cientology lecture or film produced since January 24, 1986;
  • GAT I;
  • GAT II;
  • Any picture or likeness, in any shape or form whatsoever, of David Miscavige, Chairman of the Board (“COB”) of RTrC;
  • Karin Pouw, American spokeshole for the Cherch of $cientology;
  • $ea mOrgue members;
  • Any issue of the Fleedom Magazine;
  • Staff members, associates, owners or the products of: Applied Scholastics, the Citizens Commission on Human Rights, Narconon, the Way to Happiness;
  • Any $cientology front group staff members, associates or followers of the World Institute of $cientology Enterprises (“WI$E”), including WI$E;
  • Any lawyer, $cientologist or not, living or dead, who has ever been associated with a $cientology-related court case;
  • A communication device, other than a mobile phone or other telephone, capable of being used to organize activity designed to disrupt any part of the Event®, including, for example, a two-way radio or a loud hailer, whether powered or not;
  • Part or all of a traffic barrier;
  • A thing capable of emitting a sound loud enough to disrupt the part of the Event®, including, for example, a horn or a hand-held marine warning device;
  • A thing capable of being used to climb a barrier;
  • A thing capable of being used to construct a stage, platform, tripod or tower or a structure similar to a stage, platform, tripod or tower, other than a camera tripod;
  • A thing capable of disguising or concealing the identity of a $cientologist including camouflage paint or cream, a mask or a balaclava, but not including head wear, worn by a member of a religious group, of a type customarily worn by members of the group;
  • A manually operated surf ski or surfboard, kayak, boat or canoe;
  • A flotation device;
  • A kite or other device suspended by airflow and controlled by a string or cord attached to it;
  • A remotely controlled device, including a vehicle or a model of a vehicle, including, for example, any of the following operated by remote control: a toy car, a model plane or a drone or unmanned aerial vehicle.
